The eldest daughter of a King brings home six "Flowers of Progress", men who specialize in six areas of British society and government, to her tropical island home, Utopia, a Monarchy, to bring progress and financial prowess to the little country.

When they have implemented all of the English ways of running government and financial institutions, etc., suggested by the "Flowers of Progress" they find their country has come to a point where the natives are upset and ready to revolt because the doctors, lawyers, financiers, military and politicians find there is little for them to do. But by introducing the two party system of government they find themselves in a position much like ours today.

It pokes fun at our politicians, financial institutions, judicial system, and self import, reminding us, even after 120 years, how little some things have actually changed.

"Government by Party! Introduce that great and glorious element - at once the bulwark and foundation of England's greatness - and all will be well! No political measure will endure, because one Party will assuredly undo all that the other Party has done; inexperienced civilians will govern your Army and your Navy; no social reforms will be attempted, because out of vice, squalor, and drunkenness no political capital is to be made; and while grouse is to be shot, and foxes worried to death, the legislative action of the country will be at a standstill. Then there will be sickness in plenty, endless lawsuits, crowded jails, interminable confusion in the Army and the Navy, and, in short, general and unexampled prosperity!" G.
